Nice challenge! I am so not a "splatter" person, but here's my attempt - using my fingers to splatter stickles!!

Do you have bleach? I have heard that you can use that on solid color paper and it takes the color away. You could try that. Food coloring on white paper?? Finger nail polish? Here's mine! Thanks so much for the challenge. This really got me thinking outside the box last night and I love the LO I got out of it
Solid background - yup
5 or more PP strips - there are 5 on here. A scrap strip from Scenic Route was perfect for this since there were lots of patterns on it.
2+ pics - Yup, there are 4!
Stitching - used some old rub-ons
Splatter - masked a star I cut out and used Glimmer Mist to splatter around it.
Handwritten journaling - got it
Handwritten part of title - wrote and cut out the "th" in 4th. I love this look and would have never thought to do it!

Have never "stitched" on a page..except with "faux" stitches. Would have to do it by hand since I don't have a machine, but heck..maybe I'll try it!

I love mixing black and white patterns with bold backgrounds so that's what I went with. My splash of paint is behind the title where, I couldn't get myself to splatter, it was taking me back to my middle school days with paint splattered shirts, so I used a dry brush technique to "splash" it.

Solid background, 5 pps cut into strips, 2 pics, splatter of sequins, handwritten journaling, both handwritten and alpha title, stitches on the ends of the light red strip.

I have to give my niece credit here for how well my paint splatters turned out - I originally dotted the page (I'm not good with random, or splattering, lol), and she walked over and said that wasn't working out for me. I tried again, using a straw, and stopped once she approved.
